Thomas E. Baines, Esq., M.B.A.

Thomas E. Baines is the founder of Baines Law, LLC of Buffalo, New York. Thomas focuses his practice exclusively in the areas of estate planning and administration, landlord tenant counsel, and small business formation and planning.

Thomas has a 13+ year career in housing and development working directly with State and Federal funding. He has served as the Executive Director of the Batavia Housing Authority, the Director of Administration and Finance for the City of Buffalo Urban Renewal Agency. He was also selected as an Empire State Fellow with the State of New York.

In addition to practicing law, Thomas serves as a Deputy Commissioner with Erie County.

Thomas received his Bachelor's from SUNY Oneonta, M.B.A. from Medaille University, and J.D. from Albany Law School.

Thomas was admitted to the New York State Bar in 2020.
